From the article:
The former regime in Libya led by Muammar Gaddafi lasted for 42 years. It did not allow Libyan universities freedom when it came to programme design, course descriptions, the selection of academic and administrative leadership positions or setting standards for accepting students.
In fact, the regime exercised tight control over universities’ activities and their general structure. Unfortunately, after the revolution in 2011, nothing much changed at the administrative level given how embedded the former regime was within the system, and higher education has been affected, like everything else, by ongoing conflict across the country.
